Stage one: an informal challenge (windscreen tickets) or formal representations (postal notices) to the council itself, on grounds like unclear signs, a valid ticket, loading, or the alleged contravention simply not happening. Stage two, if rejected: the independent tribunal (the Traffic Penalty Tribunal, or London Tribunals in London), free, decided by adjudicators who are not the council.
The 50% early-payment discount usually runs for 14 days, and an informal challenge inside that window typically preserves it. Formal representations have 28-day windows, as does the tribunal appeal after a rejection. Every date is printed on the notice itself: work from those.
